- Self-declaration is banned. Clicking "I am 18+" is legally insufficient. Platforms must collect real ID data.
- Existing accounts frozen. All current users must re-verify with ID or lose access entirely.
- Minors banned from "AI companions." Any chatbot designed for emotional or interpersonal interaction is off-limits to anyone under 18 — enforced by ID gatekeeping.
- Re-verification required periodically. This is not a one-time check; platforms must re-verify identities on an ongoing basis.

Once the United States establishes a legal framework requiring ID for AI access, other nations will follow. This creates a worldwide identity checkpoint infrastructure for the internet's most intimate layer — conversational AI.

S.3062 — Introduced October 2025 by Senators Hawley (R-MO) and Blumenthal (D-CT). Advanced out of the Senate Judiciary Committee in April 2026. Fines of up to $250,000 per violation. Enforcement by both federal and state attorneys general. This is a bipartisan bill with serious momentum.
