• Self-declaration is banned. Clicking "I am 18+" is legally insufficient. Platforms must collect real ID data.
• Existing accounts frozen. All current users must re-verify with ID or lose access entirely.
• Minors banned from "AI companions." Any chatbot designed for emotional or interpersonal interaction is off-limits to anyone under 18 — enforced by ID gatekeeping.
• Re-verification required periodically. This is not a one-time check; platforms must re-verify identities on an ongoing basis.
